Karnataka State Lottery was started in the year 1969, is governed by Karnataka State Lottery rules 1969, which was amended subsequently and is now called the Karnataka State Lottery Rules, 1999.

Government has appoointed MSIL as its Sole Selling Agent for sale of lottery tickets. Karnataka State Lottery has a Managing Commitee comprising of Finance commissioner and Secretary to Government of Karnataka as Chairman and other members appointed by the Governement.
